For drivers, the gap between what retailers pay for fuel and what they charge is a direct, recurring cost that compounds across every fill-up. The fact that a regulator has to schedule a second intervention to chase compliance says something about how seriously the industry is taking the pressure. If you're filling up regularly, the savings that should already be yours are sitting in a retailer's margin instead.
